Criminal Intelligence Unit

The Criminal Intelligence Unit's (CIU) function within the Norfolk Police Department involves the collection, organization, analysis, maintenance and dissemination of data concerning specific crimes, criminal activities and/or threats to the community.

Responsibilities

As part of the intelligence function, CIU is responsible for investigating

  • Disruptive criminal enterprises
  • Ensure the rights governing free speech are protected
  • Hate groups
  • Human trafficking
  • Organized crime
  • Suspicious Activity Reports (SAR)
  • Terrorist individuals/groups
  • Threats to public officials and judges

Additionally, CIU acts as the liaison unit with federal law enforcement agencies. CIU has one officer assigned to the F.B.I. Joint Terrorism Task Force.

Training

The Criminal Intelligence Unit also coordinated First Amendment events with the Precinct Commanders and conducted departmental wide training on issues of free speech and domestic terrorism. Additionally, CIU fulfilled requests to conduct similar training to other state and federal law enforcement agencies.
