The Norfolk Commissioner of the Revenue is a DMV Select Partner and provides limited DMV services and transactions. 

Most transactions can be completed online by visiting the DMV at www.dmv.virginia.gov/onlineServices.

Not all transactions can be completed at DMV Select locations. The following is a list of transactions that can be completed:

• License plates: Specialized and personalized plate orders, including the issuance of motorcycle, permanent trailer, and truck.
• Address changes: not involving the issuance of a drivers license or ID card
• Permits and placards: Trip permits and overload permits. Original issue of handicapped parking placards
• Transcript requests: Driver transcripts and vehicle transcripts (helpful for those who apply for job where a driver’s transcript is needed initially, submitted periodically or checked by their employer)
• Vehicle titles and registrations: Original (with or without liens), substitute and replacement titles and title maintenance (to change information on title records, adding/removing of names). Original:

  • Renewals
  • Transfers   
• Titles for Online/Franchise Dealers CANNOT be done at DMV Select.
• Voter registration applications

DMV Selects DO NOT issue or renew Driver's Licenses, Learner's Permits, or Real ID’s.
