Coastal Management and Beach Nourishment Efforts

The City of Norfolk, via a contract with a coastal engineering consultant, conducts a beach condition survey twice a year, typically in the spring and fall. This survey data provides a reference to monitor beach erosion and compare current conditions with past conditions and identify any trends in coastal erosion.

Additional surveys may also be completed following hurricanes, tropical storms, nor’easters, and other severe weather events to identify storm impacts, potential damage, and identify any areas where repair or remediation needed due to the storm. The City coordinates with Norfolk District of the United States Army Corps of Engineers (USACE) on the segments of Norfolk beachfront that have been part of a USACE Beach nourishment and replenishment project and are considered to be an engineered beach.

East Beach Nourishment

The City of Norfolk, in collaboration with Virginia Department of Transportation and Hampton Roads Connector Partners, was able to secure approximately 14,000 cubic yards of sand from the Hampton Roads Bridge Tunnel (HRBT) expansion project for placement on some areas of accelerated erosion on Norfolk’s City beaches. The sand hauling and placement project commenced Jan 31, 2024 and will last approximately 30 days as sand is hauled from the HRBT Project site and placed between 27th Bay Street and Bay Point. The City recognizes that additional sand is needed; however this was an opportunity to secure sand to address hot spots of erosion as the City continues to collaborate with United Sates Army Corps of Engineers towards a plan for advanced beach nourishment ahead of the 9-year interval as currently programmed.
