Short-Term Rental is the use of a property for rent to a single-party guest for a minimum of one night but fewer than 30 consecutive nights. To legally operate within the city, all properties require a Zoning Permit and Business License. For further information, please see below.

Short-Term Rental (STR): The provision of a dwelling unit, or any portion thereof, for rent to a single-party guest for a minimum of one night but fewer than 30 consecutive nights.


Can my property operate as a Short-Term Rental? 

Norfolk reviews properties on an individual basis for STR eligibility and, if so, which application process they need to complete. 


  • Administrative STRs- these properties are eligible to operate with a by-right permit, provided all general requirements are met

  • Conditional Use Permit (CUP) STRs- these properties are also eligible to apply, but will require an additional permit (CUP) granted from City Council

Getting Started

You may only operate a Short-Term Rental if you have all the following:


  • Active Zoning Permit (and Conditional Use Permit if required)

  • Business License (you may only obtain a business license after you receive Zoning Approval; please see FAQ tab for more information)

  • Paved parking on your property (based on number of rooms in your home)

To be eligible, the property in question needs to be fully compliant before the City will grant an additional use (Short-Term Rental use) on the property. Similarly, if the property has gone through any repairs, additions, or alterations, all necessary permits will first need to be obtained and approved before Short-Term Rental use can be granted. Violations will need to be resolved before an additional use is granted. It is the responsibility of the property owner to obtain the required permits and ensure compliance before legally operating within the City of Norfolk.  


Examples of items that require compliance include:

  • New or expanded driveways/ surfacing

  • Decks

  • Pergolas

  • Hot tubs

  • Sheds

  • Bedroom count changes

General STR Requirements 

The basic standards a property requires to operate as an STR are sourced from the Norfolk Zoning Ordinance (4.2 and 4.3) and can also depend on VA State Building Code depending on location or structural characteristics. Additional requirements or restrictions may apply. Please see the "STR Type- VR/HS" tab to view a list of conditions that will be required for permit approval.


STR Parking Requirements 


Parking requirements* are based on the number of bedrooms and the Character District of your property in Norfolk. To determine your Character District, visit NorfolkAir. (Zoning and Character District found under zoning section.)


What counts as a valid parking space? 

To be counted as a valid space, parking spaces shall be: 

  1. 8x18 feet each

  2. Surfaced per City Ordinance (new surfacing or expansion requires a zoning permit)

  3. Located ON YOUR PROPERTY (does not cross into city Right of Way). 

Required parking spaces are not permitted on unimproved/unpaved surfaces or City property (on-street parking). Garages only count as 1 spot total, regardless of how large they are. Space in the garage should be clear of storage or items that may block vehicles from parking.
