Community 1ST

The City of Norfolk’s Community 1ST initiative represents a redefinition of public safety strategy—reframing safety as a shared civic responsibility rooted in trust, prevention, and coordinated support.

Launched in January 2024, Community 1ST was a direct response to persistent gun violence, low community trust, and the need for a more equitable and sustainable model.

Key features include the use of trained credible messengers, city-nonprofit partnerships, and a creation of a publicly accessible Police Incident Report dashboard to align resources and improve transparency.

Efficient and Effective Use of Resources

Community 1ST maximized Norfolk’s existing assets while avoiding the creation of new bureaucracy. The Department of Military and Community Affairs coordinated internal city resources, leveraged nonprofit partnerships, and used open data tools to drive efficiency.

Credible messengers prevented violence before escalation, minimizing reliance on costly emergency response. A Community Safety and Investment Strategist aligned funding opportunities with City priorities and expanded access to state/federal resources.

Long-Term Quality of Life Impact

Community 1ST improves safety, trust, opportunity, and belonging for Norfolk residents. By addressing root causes like poverty and trauma, the initiative fosters long-term stability and wellness.

Youth engagement, mentorship, and job readiness programs provide identity and purpose, while transparent data builds institutional trust and accountability.

Citizen Participation

Community 1ST is rooted in civic collaboration. Credible messengers act as trusted neighborhood partners, while public events and youth engagement initiatives invite residents to co-create safer communities.

Over 20 public events, resource fairs, and tournaments have been co-led by residents and nonprofit partners, empowering youth and adults alike.
