Norfolk Employees' Retirement System (NERS)


Established January 1, 1942, the Norfolk Employees' Retirement System (NERS) maintains information necessary to administer benefit payments to members, performs accounting and payroll tasks according to federal and state regulations pertaining to qualified pension funds, and provides retirement and death benefits to the system membership in accordance with Chapter 37 of the Norfolk City Code

Eligible members include full-time and permanent part-time City employees, hired or rehired prior to January 1, 2022, who elected to stay in NERS. The NERS plan is closed to new members. Full-time City employees will be a participating member of the Virginia Retirement System, if they are eligible for a retirement benefit.
