Want the facts? Read Public Consulting Group’s assessment.

Several news stories have grossly misrepresented Norfolk’s foster care program and its current employees.   Nameless, former employees twisted and conflated details about foster care cases and department management.

Norfolk’s foster care program is scrutinized regularly at the local and state level.  The myriad of state reviews and annual City financial audits reveal nothing that supports the allegations made in these articles.  Recently, Norfolk hired a nationally recognized company, Public Consulting Group, to conduct an independent assessment of foster care services.  The assessment revealed nothing that supports the allegations made in these articles.

Public Consulting Group found no major areas of concern regarding the safety of children in foster care.  The company found that the employees are dedicated, hard-working and engaged with the children in their care.  Virginia Department of Social Services statistics show Norfolk’s foster care program is one of the top performing large agencies in the state.
