NORFOLK – The Virginia Department of Transportation’s (VDOT) Air Terminal Interchange (ATI) Western Intersection Project has begun in Norfolk, which includes improvements to the Interstate 564 (I-564) Intermodal Connector highway that connects I-564 to Hampton Boulevard.
This project is designed to support naval operations, facilities and emergency readiness by constructing a new intersection in the western portion of the I-564 Intermodal Connector. As part of this work, the project will expand the existing one-directional ramp between the I-564 Intermodal Connector and Seabee Road to accommodate two-way traffic, allowing vehicles to enter the Intermodal Connector directly from Hampton Boulevard. The expansion is designed to enhance access to Naval Station Norfolk’s pass office, the commercial vehicle inspection station and entrance gates 5 and 6.
Once complete, the new western intersection will also include the following additional improvements:
- New turn lanes for vehicles traveling from Hampton Boulevard to points east- or westbound on the Intermodal Connector,
- A new traffic signal on the Intermodal Connector, and
- A buffer separation along the eastbound Intermodal Connector to prevent trucks exiting Norfolk International Terminals’ North Gate from accessing Hampton Boulevard via the new Western Intersection
During construction, drivers may encounter long-term shoulder closures, along with intermittent single-lane closures and full ramp closures as needed on the Intermodal Connector and Seabee Road for intersection work. Drivers should reduce speed and stay alert for large construction vehicles entering and exiting the work zone.
The $6.38 million construction project was awarded to Branch Civil, Inc. in late October 2025, with construction estimated to be complete as early as spring 2027. All work is weather- and schedule-dependent; therefore, this schedule is subject to change.
