[ARCHIVED] Norfolk Prepares to Kick Off the 2025 Holiday Season

Special parking rates and road closures for Norfolk Harbor Races & Grand Illumination Parade

NORFOLK, Va. – J&A Racing’s Norfolk Harbor Race Series and the Downtown Norfolk Council’s Grand Illumination Parade return to Norfolk the weekend of November 22 – 23.

Residents, visitors and businesses should expect traffic delays Saturday, Nov. 22, between 6 a.m. and 11 a.m. as well as 3 p.m. through 10 p.m. and Sunday, Nov. 23, between 6 a.m. and 1 p.m. Norfolk police will provide traffic support and allow access when it is safe to do so. Street closures will impact ingress and egress from downtown parking garages.

Pay careful attention to posted NO STOPPING/NO PARKING signs. Posted signage applies to the entire block, not just the location where the sign is posted. Vehicles will be towed from event zones for public safety. If on-street parking is not available, parking garages and lots are available along with Hampton Roads Transit’s The Tide light rail.

Race participants, spectators and parade goers are encouraged to arrive early! Select parking garages will offer early discounts. All garages offer cash or credit options. The collect-on-entry rates are listed below and available online.

Friday, Nov. 21

MacArthur South Garage

  • Race participants should use this garage for packet pick-up
    1. First two hours are free

All Other Garages  

  • Normal hourly rates
    • First two hours are free

Saturday, Nov. 22

All Downtown Garages

  • 5 a.m. – 5 p.m.
    1. $3 Cash/credit on entry
  • 5 p.m. – Close
    1. $5 Cash/credit on entry

Sunday, Nov. 23

Downtown Garages
(Except MacArthur Center)

  • 5 a.m. – 3 p.m.
    1. $5 Cash/credit on entry
  • 3 p.m. – Close
    1. Normal hourly rates
    2. First two hours are free

MacArthur Center Garages

  • Normal hourly rates
  • First two hours are free
