Project will bring new energy to Norfolk’s arts district.
NORFOLK, Va. – After more than a decade of public and private investment, construction begins July 15 on the $10.6 million NEON District Streetscape Project. This project encompasses a comprehensive overhaul of infrastructure and placemaking enhancements along Granby St. from Brambleton Ave. to Virginia Beach Blvd.
Key Project Features:
- Reconstruct the roadway, sidewalks and curbs.
- Add ADA-compliant ramps and painted crosswalks.
- Update traffic signals and add pedestrian signal heads and buttons.
- Replace water and sewer system.
- Upgrade stormwater collection and add a conveyance system to improve drainage.
- Introduce a biofiltration system to address water quality.
- Modernize utility lines with underground electrical conduits providing electrical service directly to properties.
- Install street lighting with new lamp posts.
- Improve landscaping with tree canopy and planter boxes.
- Add new amenities, including seating and electric vehicle (EV) charging stations.
The NEON District Streetscape Project will take approximately three and a half years to complete. Initially, the project will focus on infrastructure improvements in the 700 block of Granby St. During construction, vehicular traffic will be restricted to northbound travel (towards Virginia Beach Blvd.) and there will be no on-street parking in the 700 block, but additional parking has been added along Virginia Beach Blvd. and Monticello Ave. Additionally, pedestrian access will be maintained through designated wooden walkways and wayfinding signage.
Upon completion, the NEON District aims to become a symbol of urban renewal and creative expression, reflecting Norfolk’s commitment to sustainable growth and inclusive design. It promises to offer a dynamic and inviting atmosphere for residents and visitors alike.
