The mission of the Department of General Services (DGS) is to be the City’s world-premier provider of intra-governmental services that are efficient, effective and fiscally responsible, as well as, create a high-performance Animal Care Center and state-of-the-art parking system.

Fleet Management

The Division of Fleet Management strives to provide excellent customer service to all departments of the City of Norfolk by developing and administering a comprehensive structured preventive maintenance and repair program. Our mission is:

Facilities Maintenance

Provides a broad range of maintenance support services for much of the City’s building inventory, as well as parks, playgrounds and ballfields.

Parking

To meet the parking needs of downtown workers, residents, students, shoppers, and tourists, the City of Norfolk’s Parking Division operates and maintains the City’s parking system. This includes approximately 19,000 public parking spaces located in 14 garages, ten lots, and over 500 on-street spaces. Safe, convenient and affordable parking is provided to all patrons through the efficient management of the City’s parking resources.

Norfolk Animal Care & Adoption Center

The Norfolk Animal Care & Adoption Center (NACC) is the city’s animal sheltering facility. Our shelter is open-admission, providing a safe haven for animals from the City of Norfolk. We focus our efforts solely on our local animals in need. Animals are never turned away, regardless of species, age, health, or temperament. The Norfolk Animal Care and Adoption Center cares for 400 to 600 animals each month, and nearly 6,000 animals each year.

Security

The Security Division is responsible for managing all aspects of security operations necessary to implement policies, best practices, and technical directives with the strategy to improve security operations City-wide. The mission is to provide the safety and security of employees, businesses, and visitors in city facilities. Security also provides leadership and guidance by facilitating training, setting performance goals, and ensuring compliance with security regulations, policies, and procedures.
