Man Pleads Guilty to Felony Carrying of Concealed Firearm, Possessing Distribution Amount of Marijuana Following Traffic Stop

NORFOLK, Va. — Donya Quintrelle Craig Jr., 29, pleaded guilty in November to felony second-offense carrying of a concealed weapon and felony possession of marijuana with the intent to distribute after police pulled him over earlier this year and found a gun, a pound of marijuana, and distribution materials in his car.

On Feb. 17, 2025, Norfolk Police officers pulled over Mr. Craig for driving a vehicle with an expired state registration. When officers approached the vehicle, they saw Mr. Craig wearing a mask and saw a glass measuring cup, marijuana residue, and a digital scale at Mr. Craig’s feet. The officers asked Mr. Craig for his license and registration, and when Mr. Craig opened the glove compartment, they saw a sandwich bag with ammunition inside. Mr. Craig denied possessing a firearm, but the officers were able to see the base plate of an extended magazine that was partially concealed under the driver’s seat.

The officers asked Mr. Craig to get out of the car to search for weapons, they retrieved the handgun from under Mr. Craig’s seat, and they detained Mr. Craig for concealing the gun without a permit (a gun even partially concealed within a person’s arm’s reach is considered concealed under Virginia law). When the officers arrested Mr. Craig and searched the rest of the vehicle, they found a duffel bag containing another digital scale and three bags of marijuana totaling just over one pound. Mr. Craig also had in his pocket a gallon-sized plastic bag half-filled with marijuana.

Mr. Craig was convicted in 2022 in the City of Chesapeake for carrying a concealed weapon, making this second offense for the same crime a felony. The officers charged Mr. Craig with that offense and with possessing marijuana with intent to distribute, possessing a firearm while possessing over one pound of marijuana with the intent to distribute, unlawfully wearing a mask to conceal his identity, and driving with an expired state registration.

On Nov. 20, Mr. Craig entered an agreement to plead guilty as charged to felony second-offense carrying of a concealed firearm and possessing marijuana with intent to distribute. In exchange for his guilty pleas, the Commonwealth agreed to withdraw Mr. Craig’s additional charges with no agreement as to his sentence. Judge David W. Lannetti accepted Mr. Craig’s plea agreement and set his sentencing hearing on Feb. 11, 2026.

“Possessing a concealed firearm is a leading indicator for either being the victim of a shooting or being the perpetrator of a shooting, which is why I have long considered these cases serious matters of public safety,” said Commonwealth’s Attorney Ramin Fatehi. “The fact that Mr. Craig was unlawfully selling marijuana, which can make him a target for robbery, only heightens the danger to himself and others. I remind people that the carrying of a firearm is a right that, through misuse, one can forfeit, as Mr. Craig now has done. My colleagues and I will continue to focus our efforts on the cases that have a direct bearing on safety in our city.”

Assistant Commonwealth’s Attorney Bailey C. Ottinger is prosecuting Mr. Craig’s case, and Norfolk Police Detective James L. Luttrell led the investigation.
