Norfolk Attorneys Appointed to Positions on VSB Disciplinary Committee, NPBA Young Lawyers Section

Assistant Commonwealth’s Attorneys Caswell Richardson, Alexander Rosenberg Appointed to Positions on State Bar Committee, Local Bar Young Lawyers Section

NORFOLK, Va. — The Office of the Norfolk Commonwealth’s Attorney extends its congratulations to Assistant Commonwealth’s Attorneys Caswell W. Richardson and Alexander Rosenberg, who ascended to important leadership positions in the Virginia State Bar and the Norfolk & Portsmouth Bar Association, respectively, last month.

On May 15, Mr. Richardson accepted an appointment to a three-year term as a member of the Virginia State Bar’s (VSB) Standing Committee on Lawyer Discipline (known as COLD). The 14 members of COLD oversee the process of investigating and prosecuting attorney complaints submitted to VSB, they review case files to ensure that VSB counsel handled them correctly, and they prepare and present proposed amendments to the Rules of the Supreme Court of Virginia which govern the disciplinary process. The committee is comprised of one member of the VSB Disciplinary Board, three laypersons, and 10 attorneys who volunteer for membership by applying.

Mr. Richardson’s appointment to COLD comes in addition to his election in April 2023 by the lawyers of the City of Norfolk to serve as one of their representatives on the Virginia State Bar Council, the 81-member governing body of VSB and its more than 54,000 members.

Also on May 15, Mr. Rosenberg was sworn in as Chair of the Young Lawyers Section of the Norfolk & Portsmouth Bar Association (NPBA) after his peers nominated him for the position earlier this year. The NPBA is a professional membership organization for licensed attorneys and legal administrators serving the cities of Norfolk and Portsmouth, and the association provides mentorship and networking opportunities for veteran lawyers, young lawyers, and law students. Mr. Rosenberg previously served as Treasurer of the Young Lawyers Section.

Mr. Richardson, 47, grew up in Norfolk and joined the Norfolk Commonwealth’s Attorney’s Office in February 2022 as an entry-level prosecutor following 18 years of practice as a public defender, as a civil lawyer, and as an Assistant Commonwealth’s Attorney in the City of Portsmouth. Mr. Richardson first served the Office’s Juvenile and Domestic Relations Team and now serves on the First Precinct Team. In addition, Mr. Richardson is one of five Multi-Jurisdictional Insurance Fraud Prosecutors for the Commonwealth of Virginia, and he supervises the Office’s responses to requests under the Virginia Freedom of Information Act. Mr. Richardson was promoted to the rank of Assistant Commonwealth’s Attorney II in July 2023 and again promoted to Assistant Commonwealth’s Attorney III in January 2024.

Mr. Richardson graduated from James Madison University in 2000 with a Bachelor of Arts in Mass Communications and from the George Mason University School of Law in 2004. After graduation, Mr. Richardson served as a law clerk to the Hon. Robert J. Humphreys, Judge of the Virginia Court of Appeals.

Mr. Rosenberg, 34, also grew up in Norfolk and joined the Office in February 2022 as an entry-level prosecutor after seven years of insurance-defense practice in the Commonwealth of Pennsylvania and criminal-defense practice in the City of Portsmouth. Mr. Rosenberg has served the Office as a general prosecutor on the Second Precinct Team and as the lead DUI prosecutor in Norfolk General District Court. Mr. Rosenberg was promoted to the rank of Assistant Commonwealth’s Attorney II in November 2022, and he currently serves the Juvenile and Domestic Relations Team.

Mr. Rosenberg graduated from the University of Richmond in 2011 with a double-major in History and Political Science and from the Pennsylvania State University Dickinson School of Law in 2015. After graduating, Mr. Rosenberg served as a law clerk to the Hon. Daniel J. Milliron, Judge of the Blair County Court of Common Pleas in Hollidaysburg, Pennsylvania.

Mr. Richardson and Mr. Rosenberg each exemplify the qualities of servant leadership in the Office and in the Norfolk community, and the Office thanks them for their continued service.
