NORFOLK, Va. (NPD) - A Norfolk man was arrested early Sunday morning for stealing a catalytic converter.
On August 28th, around 5:30 a.m., a police officer was patrolling in the 8900 block of Granby Street and heard the sound of a power tool cutting metal. When the officer went to investigate further, he observed a catalytic converter laying underneath a car, and a man who appeared to be working on the vehicle. The officer quickly determined the vehicle did not belong to the man.
As a result of this investigation, Billy F. Jarrell, 51, was arrested and charged with catalytic converter theft, vandalism, possession of burglarious tools, and conspiracy.
