[ARCHIVED] Norfolk Police Officer placed on administrative leave following arrest

NORFOLK, Va. (NPD) – An officer with the Norfolk Police Department is on administrative leave following his arrest Wednesday afternoon. 

Justine Headen, 22, who is assigned to the Field Operations Bureau, has been charged with making threats in writing, a felony. He has worked for the department since 2021. 

On June 1, 2022, a woman, who is known to Headen, advised police detectives that she received threats from him via text message. As a result of the investigation, Headen was arrested and charged by Norfolk Police. 

Headen was released on a $1000 bond. He has been relieved of duty pending the outcome of the criminal trial and administrative investigation.
