The Bureau of Neighborhood Engagement is working to build strong, healthy neighborhoods of choice through strategic development and creative collaborations that include community participation, mobilization of programs and public & private investments. 

Community Development

Neighborhood Engagement staff seek to empower residents to actively create connected communities. Neighborhood Development Specialists work to bridge the gaps between residents, businesses, community organizations and City departments. Specialists are assigned to Neighborhood Service Areas, allowing dedicated focus to the specific needs of Norfolk’s unique neighborhoods. 

Neighbors Building Neighborhoods Program

The Neighbors Building Neighborhoods (NBN) Program is a multi-faceted approach to neighborhood revitalization. Through the NBN Program, residents and community leaders have access to resources and trainings that encourage relationship-building, neighborhood beautification initiatives, no- or low-cost property improvements, and creative campaigns to position their neighborhoods as vibrant places to live, work and play. 

Block-By-Block Grant Program

Neighborhood Engagement administers the Block-by-Block (BBB) Grant Program, which offers financial assistance for neighborhood improvement projects. From mini grants to start a civic league newsletter to matching grants for beautification projects and nearly endless possibilities in between, BBB Grants help foster civic engagement and neighborhood pride one block at a time.
