State regulations require that food sold from a mobile unit must be
prepared and stored either onboard the unit or in a health department permitted commissary
facility. Food may not be prepared or stored in a home kitchen. A commissary facility is required for zoning clearance in Norfolk.
Attach copy of commissary lease agreement
Each mobile food vendor shall provide a copy of a valid Mobile Food Establishment tracking decal issued by the Virginia Department of Health. No zoning clearance will be issued without prior approval from the health department.
Each mobile food vendor shall provide a copy of a valid Fire Inspection decal issued by the Norfolk Fire Marshal. No business license will be issued without prior approval from Fire Marshal.
The vendor shall secure and maintain a policy of automobile liability insurance coverage issued by a company authorized to do business in the Commonwealth in the amount of at least $1,000,000 for injury to or death of any person or persons in any one incident and $100,000 for property damage, and the policy shall list the City of Norfolk as an additional insured.
Private Property Vending
Operation of a mobile vending unit on private property for any length of time requires written permission from the business/property owner
Provide a minimum of 2 private property agreements unless you are only staying at one location.
