On September 14, 2014 shortly after 9:00 a.m., Norfolk Emergency Communications Center received a call regarding an adult male attempting to climb on the outside of the catwalk near Norview Avenue and Interstate 64. The first responding officer immediately began speaking with the suicidal victim, and quickly requested assistance from Norfolk Fire Rescue and State Police. Traffic was re-routed on Interstate 64 westbound, and NFR positioned a ladder under the overpass to help ensure the safety of the victim, if needed. While safety precautions were being set in place, the officer continued to speak with the victim, ultimately convincing him to climb back over the fence. Once the victim was safely in police custody, the Community Services Board was contacted from the scene and has taken over the case.
