Last year, the City of Norfolk concluded a comprehensive affordable housing study to determine how to best direct our efforts as a city to achieve goal three of the
Resilience Strategy: advance initiatives to connect communities, strengthen neighborhoods, and deconcentrate poverty. Strengthening neighborhoods and deconcentrating poverty were the focus of the housing study. The Department of Neighborhood Development’s Derelict Structure Ordinance is a successful tool in the toolbox that the city is using to achieve these goals and increase Norfolk’s resilience.
