Bicycling and Pedestrian Trails Commission

The Norfolk Bicycling and Pedestrian Trails Commission is charged with helping to improve the safety and accessibility of Norfolk's streets and sidewalks, with a goal of making Norfolk one of the most pedestrian and cyclist friendly communities in Hampton Roads. This Commission serves in an advisory capacity to the City Council with respect to inNorfolk Bike Network Map Opens in new windowfrastructure improvements, advocacy, and implementation of policies to encourage safe use of biking and pedestrian trails.

The Bicycling and Pedestrian Trails Commission played a major role in the development of the City of Norfolk Bicycle and Pedestrian Strategic Plan, which was adopted by City Council in 2015. This plan recommends specific bicycle and pedestrian facilities on 12 key corridors through Norfolk.

Over the past two decades, the City of Norfolk has made a number of investments and improvements to expand the network of bicycling facilities in the city. Since the adoption of the 2015 Strategic Plan, the City has been working to implement the recommendations on several of the key corridors identified in the plan.

In 2015, the League of American Bicyclists recognized the City of Norfolk as a Bicycle Friendly Community with a Bronze Award, which was renewed again in 2019.

Elizabeth River Trail

Elizabeth River Trail The Elizabeth River Trail (ERT) is a 10.5-mile urban biking and pedestrian trail that offers users beautiful views and an exploration of our city’s history. The trail runs from Norfolk Naval Base, located in the northern portion of the city, into downtown Norfolk, ending at Norfolk State University. Explore the trail online.


Norfolk Mountain Bike Trails

Description automatically generated For some off-road fun, check out the mountain bike trails at Northside Park. The trails are about 3-miles of easy to moderate difficulty. Mountain bikes or knobby tire bikes recommended. Check out the map here!


Meetings

The Bicycling and Pedestrian Trails Commission holds regular meetings open to the public on the first Thursday of every month at 4 p.m. in Norfolk City Hall, City Council Conference Room (10th Floor). City Hall is located at 810 Union Street, Norfolk, VA 23510.

Commissioners

The Commission consists of nine members appointed by City Council and who are residents of the City of Norfolk. All members are appointed for a term of three years.

Commission Goals

The goals & objectives of this commission are the following:

  • Advise City and City Council regarding the character, safety and location of future pedestrian and bicycle facilities and/or accommodations
    • Promote and accommodate walking and bicycling as modes of transportation
  • Expand efforts to promote bicycle and pedestrian safety, particularly among school-aged children
    • Increase awareness of and safety for kids walking and biking to school
  • Promote Norfolk’s Vision Zero Policy
    • Increase community awareness of policy to decrease cyclists and pedestrian fatalities
  • Develop procedures to work with city
    • Increase political acumen 
    • Increase transparency and communication between transit and commission
