Annual Comprehensive Financial Reports

2021 Annual Comprehensive Financial Report - Update:

In accordance with §15.2-2510 of the Code of Virginia, localities are required to file annually by December 15 with the Auditor of Public Accounts a detailed statement of revenues and expenditures (transmittal data) accompanied by the locality’s audited financial report. For the fiscal year ended June 30, 2021, the City of Norfolk did not file its annual detailed statement of revenues and expenditures and accompanying audited financial report by the December 15, 2021, deadline.  

Delays were experienced in obtaining complete and accurate financial information from the City’s component units, the Norfolk Public Schools and the Economic Development Authority, as well as the City’s Parking Enterprise fund.  These delays were exacerbated by the extended medical absences of key City Finance personnel. 

The City of Norfolk understands the importance of complying with this requirement and takes seriously its duty to make available timely and accurate financial information to its stakeholders.  The City expects to be able to submit its required annual filing to the Auditor of Public Accounts no later than January 31, 2022.
