CONSENT AGENDA

 

ALL MATTERS LISTED UNDER THE CONSENT AGENDA ARE CONSIDERED TO BE ROUTINE BY THE CITY COUNCIL AND WILL BE ENACTED BY ONE MOTION IN THE FORM LISTED.  THERE WILL BE NO SEPARATE DISCUSSION OF THESE ITEMS. C-1                                 Letter from the City Manager presenting recommendation of the City Planning Commission on the application of the CITY PLANNING COMMISSION to amend the Zoning Ordinance of the City of Norfolk, 1992, SO AS TO amend Chapter 2, Definitions, Chapter 4, Residence Districts, Chapter 16, Off-Street Parking and Loading and Chapter 25, Special Exceptions regarding Day Care Centers.

 

Recommended Action: Authorize City Clerk to advertise for a public hearing on July 14, 2009.

 

C-2                                 Letter from the City Manager presenting recommendation of the City Planning Commission on the application of NORFOLK REDEVELOPMENT AND HOUSING AUTHORITY, to amend the General Plan of Norfolk, 1992, from Industrial to Low Density Residential and to change the zoning from I-1 (Limited Industrial) District and R-8 (One-Family) District on property located at 2600-2604 Bowdens Ferry Road.

 

Recommended Action: Authorize City Clerk to advertise for a public hearing on July 14, 2009.

 

C-3                                 Letter from the City Manager presenting recommendation of the City Planning Commission on the application of NORFOLK REDEVELOPMENT AND HOUSING AUTHORITY, to amend the General Plan of Norfolk, 1992, from Industrial to Medium Density Residential, to amend the Zoning Ordinance of the City of Norfolk, 1992, SO AS TO amend Chapter 11, Overlays to create the Residential Overlay District (ROD) and a change of zoning from I-1 (Limited Industrial) District to Conditional R-10 (Townhouse) District and Residential Overlay District (ROD) on property located at 1216 to 1246 West 26th Street.

 

Recommended Action: Authorize City Clerk to advertise for a public hearing on July 14, 2009.

R-1                                 Matter of a letter from the City Manager and an Ordinance entitled, “An Ordinance approving a Lease Agreement between 741 Monticello, LLC, Lessor, and the City of Norfolk, Lessee, for premises at 741 Monticello Avenue, authorizing the City Manager to execute the Lease Agreement on behalf of the City and authorizing the expenditure of the sum of $840,000 in rental payments for the period from July 1, 2010 through June 30, 2011, subject to appropriation of the funds,” will be introduced in writing and read by its title.

R-2                                 Letter from the City Manager and an Ordinance entitled, “An Ordinance imposing an assessment of an additional fee in the amount of three dollars to be taxed as part of the costs in each civil action filed in the district or circuit courts and each criminal or traffic case in the district or circuit courts of the City of Norfolk for courthouse construction, renovation or maintenance with exception of civil actions in which the amount in controversy is $500 or less,” will be introduced in writing and read by its title.

 

 

R-3                                 Letter from the City Manager and an Ordinance entitled, “An Ordinance authorizing the City Manager to negotiate an agreement for the acceptance of the donation of the Battleship Ex-Wisconsin by the United States Department of the Navy,” will be introduced in writing and read by its title.

 

R-4                                 Letter from the City Manager and an Ordinance entitled, “An Ordinance approving the conveyance to the City of Norfolk by Norfolk Redevelopment and Housing Authority of any interest Norfolk Redevelopment and Housing may have in the underlying fee of Front Street that extends from the western line of Colley Avenue westwardly to its terminus at the eastern line of Fort Norfolk, and authorizing the City Manager to accept the deed on behalf of the City,” will be introduced in writing and read by its title.

 

R-5                                 Letter from the City Manager and an Ordinance entitled, “An Ordinance accepting the conveyance of real property at the corner of Leo Street and 25th Street, and the dedication of a sidewalk easement at the corner of Leo Street and 26th Street, to the City, by Corridor Commerce Center, LLC, and approving the terms of the deed of easement,” will be introduced in writing and read by its title.

 

R-6                                 Letter from the City Manager and an Ordinance entitled, “An Ordinance approving the lease of certain property located at 5585 Sabre Road, by the City of Norfolk, for a five-year term, renewable for three additional five-year terms, and authorizing the City Manager to negotiate and execute a lease agreement on behalf of the City,” will be introduced in writing and read by its title.

 

R-7                                 Letter from the City Manager and an Ordinance entitled, “An Ordinance authorizing the filing of a grant application in the amount of $330,441 to support the continuation of the Victim/Witness Assistance Program and appropriating and authorizing the expenditure of the funds for the program,” will be introduced in writing and read by its title.

 

R-8                                 Letter from the City Manager and an Ordinance entitled, “An Ordinance authorizing the sale of certain parcels of property, acquired by the City of Norfolk pursuant to Section 58.1-3970.1 of the Code of Virginia, 1950, as amended, to Norfolk Redevelopment and Housing Authority for the total sum of $82,830.50,” will be introduced in writing and read by its title.

 

 

R-9                                 Letter from the City Manager and an Ordinance entitled, “An Ordinance appropriating $22,913,820 in state and federal grants, contract funds, fees and miscellaneous revenue to the Norfolk Community Services Board and approving the Board’s Annual Program,” will be introduced in writing and read by its title.

 

R-10                               Letter from the City Manager and an Ordinance entitled, “An Ordinance granting a Special Exception to operate an Entertainment Establishment on property located at 117 West Tazewell Street,” will be introduced in writing and read by its title.

 

R-11                               Letter from the City Manager and an Ordinance entitled, “An Ordinance granting a Special Exception to permit the operation of a Religious Institution on property located at 706 Berkley Avenue Extended,” will be introduced in writing and read by its title.
