PUBLIC HEARINGS  

 

PH-1                              PUBLIC HEARING scheduled this day pursuant to action of the Council on May 12, 2009, under the State law, public notice having been inserted in the local press by the City Clerk on the application of Edward McCullough a) to amend the General Plan of Norfolk, 1992 SO AS TO add Light Industrial and Flex Space to the list of appropriate uses in Mixed Use projects, b) change the land use designation from Industrial to Mixed Use; for a Text Amendment to create the Courtney Avenue Urban Multiple-Use (CAU-MU) District; and c) for a change of zoning from Conditional I-3 (General Industrial) District to CAU-MU (Courtney Avenue Urban Multiple-Use) District at 1140 E. Princess Anne Road 1235 and 1237 Courtney Avenue. 

 

PH-2                              PUBLIC HEARING scheduled this day pursuant to action of the Council on May 19, 2009, under the State law, public notice having been inserted in the local press by the City Clerk to hear comments on the conveyance of City-owned property located on the west side of Masi Street to Deloach General Contracting, LLC.

R-1                                 Letter from the City Manager and an Ordinances entitled, “An Ordinance accepting a Grant Award of up to $355,434.00 from the United States Department of Justice, Division of Labor, appropriating and authorizing the expenditure of the grant funds to provide staff and support services for the Department of Human Services, Prisoner Re-entry Program,” will be introduced in writing and read by its title.

 

R-2                                 Letter from the City Manager and an Ordinance entitled, “An Ordinance approving a Lease Agreement between 741 Monticello, LLC, Lessor, and the City of Norfolk, Lessee, for premises at 741 Monticello Avenue, authorizing the City Manager to execute the Lease Agreement on behalf of the City and authorizing the expenditure of the sum of $840,000 in rental payments for the period from July 1, 2010 through June 30, 2011, subject to appropriation of the funds,” will be introduced in writing and read by its title.

 

R-3                                 Letter from the City Manager and an Ordinance entitled, “An Ordinance approving the conveyance to the City of Norfolk by Norfolk Redevelopment and Housing Authority of certain parcels of property known, numbered and designated as Lots One through Fifty-Two, inclusive, and Fifty-Five through Sixty, inclusive in Block Eleven, and Lots One through Sixty-Six, inclusive, in Block Twelve, as shown on that certain plat entitled, “East Ocean View, Plat A, Section 1,” and authorizing the City Manager to accept the Deed on behalf of the City,” will be introduced in writing and read by its title.

 

R-4                                 Letter from the City Manager and an Ordinance entitled, “An Ordinance authorizing the City as Administrative and Fiscal Agent for the Norfolk Transitional Grant Area (TGA) under Title I of the Ryan White Comprehensive Aids Resources Emergency (Care) Act to accept additional Part A Grant Funds in the amount of $332,763.00 from the U.S. Department of Health and Support Services for HIV/AIDS Health and Human Services and appropriating and authorizing expenditure of the grant funds,” will be introduced in writing and read by its title.

 

R-5                                 Letter from the City Manager and an Ordinance entitled, “An Ordinance establishing an Early Childhood Learning Advisory Board, defining its mission and establishing bylaws,” will be introduced in writing and read by its title.

 

R-6                                 Letter from the City Manager and an Ordinance entitled, “An Ordinance  approving and authorizing the conveyance of a 30 foot easement to Hampton Roads Sanitation District over City property located near Curlew Drive for the purpose of constructing and maintaining underground force mains, gravity mains, and water reuse mains,” will be introduced in writing and read by its title.

 

R-7                                 Letter from the City Manager and an Ordinance entitled, “An Ordinance approving an Encroachment Agreement with Ten Top, Inc., t/a The Green Onion, for property at 1601-1603 Colley Avenue,”                            will be introduced in writing and read by its title.

 

R-8                                 Letter from the City Manager and an Ordinance entitled, “An Ordinance approving and allowing the conveyance of Parcel 216 to the City of Norfolk, by the Norfolk Redevelopment and Housing Authority, and authorizing the City Manager to accept the Deed on behalf of the City of Norfolk,” will be introduced in writing and read by its title.

 

R-9                                 Letter from the City Manager and an Ordinance entitled, “An Ordinance accepting a $377,369.00 Grant from the United States Department of Agriculture, Food and Nutrition Service for the 2009 Summer Food Service Program for Children and appropriating and authorizing the expenditure of $377,369.00 for the Program,”                                       will be introduced in writing and read by its title.

 

R-10                               Letter from the City Manager and an Ordinance entitled, “An Ordinance granting a Special Exception to operate an entertainment establishment on property located at 9583 Shore Drive,” will be introduced in writing and read by its title.

 

R-11                               Letter from the City Manager and an Ordinance entitled, “An Ordinance granting a Special Exception to operate an entertainment establishment on property located at 208 East Main Street,” will be introduced in writing and read by its title.

 

R-12                               Letter from the City Manager and a Resolution entitled, “A Resolution urging the Commonwealth of Virginia to advance high-speed passenger rail connection to Southside Hampton Roads as a high priority initiative,” will be introduced in writing and read by its title.

 

R-13                               Letter from the City Attorney and the following two Ordinances:

 

An Ordinance entitled, “An Ordinance to repeal an amendment to General Plan of Norfolk, 1992, changing the land use designation for properties located on the northwest corner of Killam Avenue and 50th Street from Low Density Residential to High Density Residential,” will be introduced in writing and read by its title.

 

R-13A                             An Ordinance entitled, “An Ordinance to repeal a rezoning of property located at 901 Waterview Avenue from R-8 (One-Family Residential) District to Conditional R-14 (Multiple-Family Residential),” will be introduced in writing and read by its title.
