Rules and Regulations

The City Code prohibits the collection of refuse on private property. All refuse must be placed at the curb for the City to collect.

All garbage and trash must be placed inside the container in such a manner so the lid may close completely. Items that will not fit in the container must be scheduled for special collection by calling Waste Management at 441-5813 at least one day in advance, prior to 3:00 p.m., or you can email us at  www.norfolk.gov/publicworks/bulkywaste.asp.

For multi-family dwellings, all containers must be labeled with the street address and apartment (unit) number.

Empty containers should be removed as soon as possible, but no later than 11:30 p.m. on the day of collection.

The City does not collect contractor-produced waste from construction, demolition, land clearing, repair operations, and tree pruning. It is the responsibility of the contractor to dispose of the waste.

Waste from land-clearing operations such as rocks, dirt, sand, bricks, and concrete are unacceptable for removal by the City. Debris such as shingles, asbestos, and drywall from remodeling are also unacceptable and are the responsibility of the resident to have hauled away.

If a resident cuts down a tree, the City will remove no more than 20 bundles, 20 clear plastic bags, or 3 cubic yards of yard waste each collection day. Small branches should be cut, bundled, and tied in lengths not longer than 4 feet and 18 inches in diameter or weigh more than 75 pounds.

Dangerous items such as glass or sharp objects, which may pose a hazard to solid waste personnel, will not be collected unless packaged properly. These items may also cause a hazard to our residents if glass is broken by our boom truck during the pickup. Please place the items inside the 90-gallon container or in a box outside the container. All glass must be removed from doors or windows that are scheduled for collection.


Refuse Collection

The City's Division of Waste Management provides once weekly curbside collection. If there is any confusion about which day is your collection day, please call us immediately at 441-5813.

In order to allow our collection personnel to get your container, please place it in a central location at the curb or street line no earlier than 5:00 p.m. on the day before collection and no later than 7:00 a.m. on the day of collection.

To make collection by automated collection vehicles easier, place the container at least 6 feet away from vehicles, trees, poles, fences, mail boxes, fire hydrants, and other obstructions. Do not place the container under low hanging trees, branches, power lines, or other types of cover. Place the container so that the short bar on the front of the container faces toward the street.

Waste Management will collect trash on all holidays that occur during the week in 2008 with the exception of Christmas DayThursday, December 25.  The collection make-up day will be Saturday, December 27.

Waste should be bagged or packaged before being placed into your container.

On non-collection days, containers should be stored at least five feet behind the building line, or otherwise screened from view.

The refuse container that you have been provided is the property of the City of Norfolk. If you move, you cannot take the container with you.

Violations of the rules and regulations may result in a violation notice and potentially fines being issued. Continued violations may result in fines up to $100.

Special Pickups by Request

Special collection refers to the removal of large bulky items such as appliances, mattresses, furniture, and other items that will not fit in the container. To ensure collection of appliances, make sure the items do not contain trash or debris.

These items are collected on your regular collection day with your other household waste.

Call 441-5813 between the hours of 7:00 a.m. and 5:00 p.m., Monday through Friday, to schedule a special collection or use www.norfolk.gov/publicworks/bulkywaste.asp to schedule your request online.

Call or email your request before 3:00 p.m. on the day before the regular collection day to schedule a pickup. Calls and emails received after 3:00 p.m. will be scheduled for the following week.

Yard Waste Recycling

Yard waste is collected on the same day as your regular garbage collection. Please place it in a central location at the curb or street line no earlier than 5:00 p.m. on the day before collection and no later than 7:00 a.m. on the day of collection.

Yard waste can be placed in clear plastic bags or a 30-gallon container. Yard waste placed in blue, black, green, or brown bags will receive a warning notice or fine, and may not be collected.

Limbs and branches must be tied in bundles no longer than 4 feet long and no larger than 18 inches in diameter.

No more than 20 clear bags, 20 bundles or 3 cubic yards of yard waste per household is permitted in one collection. Three cubic yard amounts must be scheduled.

Lawn services and contractors are responsible for removing the yard waste that they generate.

Business Collection

Garbage and trash is collected every morning in the Central Business District (CBD).

Containers should be placed at curbside between 2:00 a.m. and 7:00 a.m.

Businesses located outside the CBD receive one weekly collection.

Renters

Collection begins at 7:00 a.m. and operates Tuesday through Friday. If there is any confusion about which day is your collection day, please call us immediately at 441-5813.

Special Collections

Household Hazardous Waste  
Paint products, pesticides, propane tanks, automotive products, household cleaners, solvents an other chemicals should not be placed in the container.

Call the Household Hazardous Waste Collection Facility at 623-6610 for information on how to dispose of these products.

Recycling

The City's Division of Waste Management offers the programs for waste reduction:
Curbside Recycling 
Most single family homes are eligible to receive bi-weekly collection of the following materials:
- aluminum cans 
- clear and brown glass bottles and jars 
- corrugated cardboard 
- newspaper, telephone books
- plastic soda and water bottles 
- plastic milk, water and detergent jugs 
- steel cans. 
 
Each home is issued a 95 gallon blue cart. Collection is scheduled on the same day as city refuse collection every other week. If you have curbside recycling in your neighborhood, please participate. If you have questions about the curbside service, you may contact the Southeastern Public Service Authority (SPSA) at 420-4700 or access their website at http:\\www.spsa.com.

Drop-off Recycling Centers  

If you do not have curbside service, please bring your recyclable materials to a nearby drop-off facility.  The City of Norfolk hosts two locations:  

1. 300 17th Street at Armistead Avenue - Beside Hampton Roads Transit (HRT) off Monticello Avenue

2. Security Lane - off N. Military Highway, next to Norfolk Technical Vocational School  

All locations are accessible 7 days a week, 24 hours per day. All sites accept the following materials: 
- aluminum cans 
- clear, green, and brown glass bottles and jars 
- corrugated cardboard
- mixed office paper (only at the Armistead Site)
- newspaper, telephone books
- plastic soda and water bottles 
- plastic milk, water and detergent jugs.

Dead Animal Collection by Request

The City will only dispose of dead animals that are located on the street or on the curb line. Please call Waste Management at 441-5813 to report any necessary collections.
