Acting Chief of Police

Sharon Chamberlin, Acting Chief of Police, Norfolk, Virginia The Norfolk Police Department is proud to introduce Chief Sharon Chamberlin as Acting Chief of Police effective March 1, 2011. Chief Chamberlin is no stranger to the City of Norfolk. She has served the department and the citizens of Norfolk for over 36 years, most recently as the Department’s Senior Assistant Chief.

Chief Chamberlin was sworn in as a Norfolk Police Officer in October, 1974. During her time with the force she was the first “patrol” woman to achieve the ranks of Sergeant, Lieutenant, Captain, and Assistant Chief. She has served as the Commanding Officer of the Personnel Liaison, Second Patrol, Training, and Strategic Management Divisions.

Chief Chamberlin holds a Bachelor of Science Degree in the Administration of Justice and Public Safety and a Masters Degree in Public Administration. In 1998, she was awarded a Doctoral Degree in Higher Education, Administration and Leadership at the George Washington University. Additionally, Chief Chamberlin has completed various technical and management training programs offered by the Universities of Virginia, Richmond and North Carolina State, respectively.

Chief Chamberlin has served as adjunct faculty at George Washington University and Tidewater Community College. Presently she teaches Criminal Justice Ethics and Homeland Security at Old Dominion University.

Our officers are well trained in community policing and in the traditional methods of providing professional police services. During the process of screening candidates for our Basic Recruit Academy, we consider ethical behavior as a highly regarded trait. The mandate to exemplify ethical conduct at all times is a mainstay of the workplace environment; each officer is required to do his or her part to maintain an organizational culture of propriety, sensitivity and professionalism.

To meet the post 9-11 demands of homeland security, the scope of our training has diversified. As such, all officers are trained in the techniques of detecting, preventing and abating terrorist attacks. Those assigned to our Special Operations Team (SOT), Bomb Squad and Harbor Patrol receive additional, specialized training in homeland security.

Six priorities have been identified by Chief Chamberlin that will be the focus of her efforts in the coming days. Those six priorities have been identified as:

  • Strengthen community partnerships and trust.
  • Foster effective interagency cooperation.
  • Focus on the mission “to protect and serve” and core services to include; crime prevention, calls for service, apprehension and adjudication of crime and misconduct.
  • Continue to encourage personal development and professional growth within the department.
  • Operate an open organizational style while maintaining investigative integrity.
  • Ensure open lines of communication with City Administration.

Chief Chamberlin’s professional experience and educational accomplishments will serve her well as she undertakes the role of leading the men and women of the Norfolk Police Department. She is humbled by this opportunity and looks forward to continuing the tradition of excellence that is the Norfolk Police Department.
