The Department of Planning and Community
Development applies the highest quality planning and
regulatory principles to preserve, protect, and enhance Norfolk's
developed and natural environments.
The Department is responsible for ensuring that
Norfolk's plans and implementation activities reflect goals and
policies advocated by residents and approved by City Council.
The Department fulfills two primary functions: provision of
comprehensive planning services; and oversight of construction and
building safety.
The Department also staffs various commissions,
boards, and committees including the Planning Commission and
provides advice to property owners and developers on the development
of parcels of land in the City while remaining in compliance with
various regulatory programs.
