is a permit for parking in metered parking spaces?
A permit issued for parking in areas
with parking meters can be authorized in the City of
Norfolk by the Division of Parking. This process
accommodates both long term and short term parking
needs.

Who
may apply for a permit to park at these designated
parking meters?
Contractors performing construction
and/or restoration of businesses in the private sector,
companies providing services to businesses (moving
vans), and businesses requiring parking arrangements to
support events that exceeds the basic requirements of
general public parking (parades, festivals, etc.), within the downtown Norfolk financial
districts. The general public is not eligible to apply
for these parking meter permits.

When
are Parking metered permits required?
When a utility company provides daily services
for short periods of time to downtown businesses
(telephone/utility maintenance), monthly meter parking
permits are available on a long-term, on-going basis.
Sub-contractors of downtown business projects
(build-outs, upgrades) are eligible for daily meter
parking permits on a short-term, daily basis not to
exceed 7 days.

How
much will the parking meter permit cost?
Depending on the financial district
daily tier rate and geographical location, daily parking
permit fees can run from $6.30 per meter per day, $4.50
per meter per day or $2.70 per meter per day. The
monthly fees are billed at $60 per bag. Sundays,
observed federal, state and city holidays are
non-enforcement days and are not included in the parking
meter permit fees.

Are
there any restrictions regarding who can obtain a meter
permit?

Fixed
equipment contained on a vehicle (i.e. generator, welder or
bucket device). Does
not cover small tools and supplies.

Work
impacting sidewalk or right of way. To close a sidewalk area, an additional permit must be
obtained from Public Works.

Delivery
of office systems / furniture, if a delivery requires more time
than permitted by loading zone time limits.

Major
renovations / construction requiring a dumpster. If a dumpster is needed, an additional permit must be
obtained from Public Works.

Utility companies actively doing utility work in the Downtown area
