The Norfolk Workforce Development Center is conveniently located within the Wards Corner Business District. The WDC provides qualified Norfolk residents with access to job skills development and placement services, and a central location where they may apply for federal, state and local assistance programs that are administered through the Department of Human Services.


Workforce Development Programs



(VIEW) Virginia Initiative for Employment not Welfare
The essential function of the Workforce Development Center is to promote employment throughout the City of Norfolk. This is accomplished through the work of the Virginia Initiative for Employment not Welfare (VIEW) program.

VIEW provides job readiness, job search, and job development/placement services. Child care, transportation, and other services are included to give a participant the best opportunity to enter and remain in the workforce. Most residents who receive Temporary Assistance for Needy Families (TANF) are mandated to enroll in VIEW. Non-mandatory recipients can volunteer to participate.



(SNAPET) Supplemental Nutrition Assistance Program Employment & Training
The Supplemental Nutrition Assistance Program Employment and Training Program (SNAPET) provides training, education, job search assistance, and work experience opportunities for SNAP recipients. SNAPET emphasizes personal responsibility and work, and strives to help participants achieve self-sufficiency.
