Child Care Assistance Program - (757) 664 - 6035 more
The Child Care Assistance Program aids eligible families in the arrangement and/or purchase of childcare for their children. This program helps promote: parental choice and consumer education by giving parents information to make informed choices about childcare, activities to enhance health and safety standards established by the state, and activities that increase and enhance childcare and early childhood development.

Emergency Assistance Program - (757) 664-6035  more
A program that provides a cash payment through the Temporary Assistance for Needy Families (TANF) program to help alleviate emergency situations specifically related to:


  • Natural disaster or fire.
  • Total loss of family income in the winter months due to severe weather conditions.
  • A reduction in a labor force caused by an energy shortage.


This assistance is limited to $500 in a twelve-month period.

This program assists low income households with their heating and cooling needs. Energy Assistance can help repair or replace heating and cooling equipment, pay energy bills and security deposits, and purchase heating fuel.

General Relief - Unattached Child Maintenance Assistance - A cash payment program to provide for the maintenance needs of the City’s children under age 18 who would be eligible for Temporary Assistance for Needy Families (TANF) except for the relationship requirement.


Lifeline (Utility Assistance) Program - (757) 664-6035 more
The City of Norfolk's Lifeline program helps eligible residents avoid disruption in water service. Low-income families, individuals and senior citizens who qualify may receive financial assistance to cover certain costs associated with the Hampton Roads Utility Bill (HRUBS). Lifeline also assists with payment of the refuse disposal fee (SPSA). Residents may apply for both forms of assistance with one application.

Medicaid is a program that provides full or limited medical coverage for eligible individuals.

FAMIS - Family Access to Medical Insurance Security - is Virginia's health insurance program for children in working families.

Refugee Resettlement Program - (757) 664-6035 more
A program that provides cash and/or medical assistance to eligible refugees for up to 8 months following the date of arrival in the United States.


SNAP (Supplemental Nutritional Assistance Program) - (757) 664-6035 more
SNAP can be used like cash to buy eligible food items from authorized retailers. Authorized retailers will display either the Quest logo or a picture of a Virginia EBT card.

A program that provides monthly or onetime cash assistance to families with related children. There are State and Federal limits on the number of months assistance can be received.

VIEW (Virginia Initiative for Employment Not Welfare) - (757) 664-6000 more
(VIEW) Virginia Initiative for Employment not Welfare
The essential function of the Workforce Development Center is to promote employment throughout the City of Norfolk. This is accomplished through the work of the Virginia Initiative for Employment not Welfare (VIEW) program.

VIEW provides job readiness, job search, and job development/placement services. Child care, transportation, and other services are included to give a participant the best opportunity to enter and remain in the workforce. Most residents who receive Temporary Assistance for Needy Families (TANF) are mandated to enroll in VIEW. Non-mandatory recipients can volunteer to participate.

The Norfolk Workforce Development Center is conveniently located within the Wards Corner Business District. The WDC provides qualified Norfolk residents with access to job skills development and placement services, and a central location where they may apply for federal, state and local assistance programs that are administered through the Department of Human Services.
