Dr. Whibley was elected to Council in May 2006 representing Ward 2.

Dr. Whibley is a native of Iowa and has been a Norfolk resident since 1973.  She is an obstetrician and gynecologist in private practice at Women Caring, PLC in Norfolk.  She received her Bachelor’s Degree from the College of William and Mary and holds her Master’s Degree in Education from Old Dominion University.  She went on to receive her M.D. in 1982 from Eastern Virginia Medical School, from 1982 to 1987 was a resident OB/GYN and fellowship with The Jones Institute of Reproductive Endocrinology.

Dr. Whibley previously served on the following boards:

• Tidewater Community College Women’s Center of the Advisory Board
• Access College Foundation
• Norfolk Public Schools Foundation
• Member and Chair, Norfolk School Board 1998-2006

She is married has been married to Roderick Whibley for 39 years.  They have two children and two grandchildren.
