COMMISSION ON AGING/LONG-TERM CARE COORDINATION
DESCRIPTION
The Commission advises the department of human
services on coordination and improvement of agencies which seek
to provide services to the elderly. It does so by promoting cooperation
between these agencies, analyzing the needs of Norfolks elderly,
collecting information regarding resources available to the elderly
and their effectiveness, becoming involved in legislation regarding
the elderly, and developing a long-term plan targeting the care
of the elderly. It meets the first Thursday of each month at 9 a.m.

The Norfolk Task Force on Aging;
A representative from a local adult care residence
A medical practitioner
The remaining seven members are citizens-at-large,
and all serve for three year terms.

NORFOLK COMMISSION ON ARTS AND HUMANITIES
DESCRIPTION
The commission seeks to promote development
and awareness of the arts in Norfolk. It serves as an advisor to
the department of development to promote arts programs, and reviews
and evaluates requests from individual departments for necessary
funding for the arts. It renders advice in developing guidelines,
incentives, and methods regarding arts and humanities organizations
that would contribute to the enrichment of the community, and generally
oversees the development of artistic/cultural programs in the city.
The Commission meets the second Monday of every month at 4 p.m.

STIPULATIONS
The members of the commission are appointed
by the Norfolk City Council, selected so that the majority have
particular interest in dance, letters, symphonic music, nonsymphonic
music, opera, theatre, visual arts, education, and emerging arts
organizations, especially among underserved populations. Board members
serve for 3 year terms without pay.

CIVIC FACILITIES COMMISSION
DESCRIPTION
The commission advises the director of the department
of Civic Facilities and the city manager in matters pertaining to
policy, promotion of attractions, expenditures, and use and operation
of all facilities. It meets once a month on the fourth Monday at
4 p.m., with a quorum consisting of 7 members.

CIVIL SERVICE COMMISSION
DESCRIPTION
The Civil Service Commission prescribes, amends,
and enforces rules for the classified service of the city and is
vested with investigative power concerning the enforcement and effect
of said rules. The commission meets the first Wednesday of each
month at 8 a.m.

NORFOLK COMMISSION FOR PERSONS WITH
DISABILITIES
DESCRIPTION
The commission serves as an advisor to the department
of Human Services. It seeks to assist people with disabilities in
achieving more independent lives through promoting awareness of
disabled peoples needs. It seeks to cooperate with other like
organizations to develop educational programs for the public, analyze
the needs of disabled people in the city, and advise the City Council
of its findings. It is also to review and make recommendations on
legislative matters that concern the welfare of those with disabilities.
The commission meets the third Thursday of the month at 2 p.m.

STIPULATIONS
Members are citizens of the city and appointed
by City Council. Membership is selected to include a majority of
persons who are either disabled or come from the immediate family
of a person with a disability. Membership should also reflect other
organizations for people with disabilities as well as representatives
of the building industry, business, educational institutions, employment
training and placement services, and relevant sectors of the medical
establishment. A chair is to be elected by the membership, and the
commission holds meetings bimonthly or at the call of the chair.
Members serve for three-year terms.

NORFOLK ENVIRONMENTAL COMMISSION
DESCRIPTION
The commission acts in an advisory capacity
to the Director of Public Works on matters affecting the quality
of the local environment. It seeks to empower citizens with environmental
stewardship and pride, developing educational programs and promoting
communication and cooperation. The commission meets on the third
Tuesday of the month at 4 p.m.

STIPULATIONS

citizens of the city. They include representatives selected from
the following major segments of the city: citizen interest, business
and industry, professions, communications, schools, armed forces,
and community organizations. Ex officio members with no voting authority
shall be appointed from the municipal operations staff representing
the director of public works, the superintendent of waste management,
the director of public health, the environmental services manager,
and the stormwater engineer. The board elects a chair, two vice-chairs,
and any other necessary officers. Terms are for three years.

NORFOLK EROSION ADVISORY COMMISSION/WETLANDS
BOARD
DESCRIPTION
Duties of this commission include determining
the erosion problems of city beaches and erosion control projects,
assessing program implementation, and strategizing to counteract
those problems. It then assesses the program implementation and
effectiveness. The board meets on the second Wednesday of each month
at 2:00 p.m.

STIPULATIONS
These members are appointed by City Council,
and serve for terms of five years. A chair is elected and serves
a term of one year with the possibility of self-succession.

NORFOLK HEALTH SERVICES ADVISORY
COMMISSION
DESCRIPTION
This
board advises the director of the department of Public Health. It
also therefore evaluates local health services, reporting on its
findings to City Council as well as implementing plans for further
development and coordination of the citys health care services.
They meet quarterly on the second Thursday of the quarter at 5:15
p.m.

STIPULATIONS
The
membership, appointed by the council, includes representatives from
the following: health care providers, recipients of health department
services, state and local agencies with programs operated in conjunction
with the health department, and the public at large. No more
than two elected officials may serve on the board. Members
serve in staggered three-year terms. The board also elects
a chair. Furthermore, it is the responsibility of the local
health director to attend the meetings of the board, provide information
concerning the operation of the local health department, and participate
with the board in preparation and review of the comprehensive plan
for the development, coordination, and evaluation of local health
services systems.

NORFOLK HIGHWAY SAFETY COMMISSION
DESCRIPTION
The commission meets a minimum of four times
per year, and has the responsibility of recommending to the Council
plans for the formulation of a highway safety program for the City
and conducting a periodic review of the program. Meetings are held quarterly.

NORFOLK MUNICIPAL BOND COMMISSION
DESCRIPTION
The duties of this commission are to survey
aspects of the citys bonded indebtedness, determine the soundness
of maturity schedules and the annual debt requirements which must
be met in future years, prepare estimates of the citys legal
bonding capacity and limitations, forecast the feasibility of the
issuing of additional bonds, and recommend the programming of future
bond issues. It also advises City Council on all its findings and
assists the officials of the city in the preparation of each bond
prospectus. Meetings are held as needed.

NORFOLK PLANNING COMMISSION
DESCRIPTION
The mission of the City Planning Commission is to provide
for the City Council and for the citizens of Norfolk: a comprehensive vision
for the growth and revitalization of the city that is aspiring and attainable;
direction to achieve the economic, social, cultural, environmental, and
aesthetic opportunities available to the city and to its citizens. It does this
through preparing and maintaining the General Plan of Norfolk and its
components, preparing and maintaining the Zoning Ordinance of the City of
Norfolk, and providing recommendations to Council on issues of development and
quality of life. Finally, it assesses the effectiveness of plans, programs, and
developmental regulations in achieving the objectives of the General Plan of
Norfolk. The commission meets twice every month, currently meeting on the
second and fourth Thursday at 1 p.m.
